Legislative recap for associations

At the 2017 USBC Convention, delegates voted on several important enhancements to our business. We felt it is important to make sure all association officials are aware how the legislation changes will affect their business.

We look at each approved item of legislation and provide a description of its expected impact. As always, any questions can be directed to associationservices@bowl.com.

AMENDMENTS APPROVED AT 2017 USBC ANNUAL MEETING

Rule 100g, Handicap
Allows the league to adopt a rule to cap a game score at 300 or a series score at the highest possible scratch score. The league will need to adopt the new rule in order for it to take effect.

Rule 319d, Reporting Prior Prize Winnings
Requires the bowler to report any winnings they have had of $300 or more in one single event within the past 12 months of participation.

Rule 319d, Reporting Prior Prize Winnings
Requires the bowler to report any winnings they have had of $500 or more in a tournament within the past 12 months of participation. 

Rule 319d, Reporting Prior Prize Winnings
Requires the bowler to report any winnings they have had of $1,000 or more in all tournaments competed in within the past 12 months of participation. 

Rule 327, Scoring Process, New Rule
Allows the tournament management the authority to adopt a rule to cap the maximum game score at 300 or the maximum series score at the highest possible scratch score. The tournament management will need to adopt the new rule in order for it to take effect.

USBC National Bylaws, Article VI, Meetings, Section A. Annual Meeting, Item 3-a
The formula used for delegate representation to the USBC Convention has been changed and sets the maximum delegates allowed to an association to 30. The membership numbers are based off of national memberships purchased through the association and does not include any local only products. The new structure:

USBC National Bylaws, Article VI, Meetings, Section A. Annual Meeting, Item 3
Provides all USBC National Hall of Famers with voice and vote at future USBC Conventions.

USBC Merged State Bylaws, Article VII, Meetings, Section A. Annual Meeting, Item 7, Quorum
Simplifies the quorum for merged state associations to meet only one number to conduct business. Previously, associations had to ensure both the Adult quorum and Youth quorum were met. This change will be reflected in the new bylaws for associations available August 1.
